Harmony is a product of the University of the Philippines in Diliman. A law degree holder, she was elected National President of the 10,000-strong Association of Law Students of the Philippines (ALSP) while she was on her 4th year of law studies at the San Beda College of Law in Mendiola, Manila.
She was thereafter elected Chairman of the ASEAN Law Students Association (ALSA) in Jakarta, Indonesia. She took her oath at the ASEAN Secretariat in Jakarta with no less than the 10th ASEAN Secretary-General as inducting officer, fellow Filipino Rodolfo Severino, Jr. Harmony was the first Filipino and first womanever elected to the position.
Harmony then headed several delegations of Filipino and ASEAN law students to the conferences of the Asian Law Students Association (ALSA) in Tokyo, Japan and of the International Law Students Association (ILSA) in Washington, DC.
She is likewise a product of Harvard University’s Harvard Project for Asian and International Relations (HPAIR).
She is a recipient of the Rufus Rodriguez Excellence in International Relations Award by reason of her multiple trailblazing achievements as a law student leader.
Harmony migrated to the United States back in 2004. She now resides in Colorado Springs with her husband Chris, a US Air Force retiree and Iraqi War veteran who earned a Bronze Star award during his last year-long deployment in Iraq.
Harmony is also the Founding President and CEO of the Philippine American Chamber of Commerce of Southern Colorado, Inc. (PACCSoCo).
As a Chamber leader, Harmony has earned multiple recognitions. She was awarded Chamber Leader of the Year by the Coalition of Filipino American Chambers of Commerce (COFACC) back in January 2025 during its annual Gala. In August of that same year, she was awarded the Small Business Champion of the Year and the AANHPI Community Impact Award by COFACC during the International Asian American Business Expo (IAABE) held in California. And just this January, Harmony was awarded Chamber Leader of the Year for the Mountain Region by COFACC during its annual Gala held in Arizona.
Back in October 2023, Harmony’s trailblazing efforts in the non-profit space earned her the award “Modern Day Bayani (Hero)”, given out by the Denver-based National Federation of Filipino American Associations Region 5 (NaFFAA – Mountain Region). In January 2024, Harmony’s high school alma mater in the Philippines, St. Paul University, awarded her The Outstanding Paulinian Alumni Series (TOPAS), along with community-driven alumni who have made great contributions to society.
Harmony has built, from the ground up, the multi-awarded Philippine American Chamber of Commerce of Southern Colorado (PACCSoCo). But more than that, it is worthy to note that out of the pool of the Chamber leaders that PACCSoCo developed and worked with came founding presidents of three other Filipino American Chambers of Commerce — The Philippine American Chamber of Commerce of Northern Colorado (PACCNorthCo) in Denver, the Space Coast Filipino American Chamber of Commerce (Space Coast FACC) in Florida, and the Bay Area Philippine American Chamber of Commerce (BA-PACC). The Founding Presidents of these 3 other Chambers all came from PACCSoCo.
During her free time, Harmony goes back to her first love: writing. She was, after all, once upon a time the youngest active member of the National Press Club (NPC) in the Philippines at the age of 13.
A proud storyteller of her Ilocano heritage, Harmony was raised by Honor and Rose — educators, writers, and musicians. She is called “Manang” by two younger siblings: Hermione, a doctor of medicine, and Heracles Lord Bernardo, an entrepreneur and graphic artist.
She is a mother and a grandmother of three boys Joey, Josiah, and Jax. She is a proud granddaughter of a Sakada, Bernardo Cabie.
